Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules. Identifies program problems and obtains solutions, such as allocation of resources or negotiating change to contractual specifications. Directs the work of employees assigned to the program.
Responsibilities:
o Establish and maintain resource allocation plans.
o Lead program risk and opportunity management process.
o Lead program teams composed of multi-disciplined personnel to ensure realization of program objectives.
o Provide an effective customer interface.
o Act as the primary customer contact for program activities including briefings to senior customer management.
o Establish and execute a winning capture strategy for new business opportunities.
o Participate in negotiation of contracts/changes, coordinate preparation of proposals, statements of work, request for proposals and proposal evaluation.
o Communicate program status, issues, risks, opportunities and plans to senior management.
o Ensure coordination across multiple programs and/or projects and with other product line leads.
o Provide day to day guidance and mentoring to employees and functional leads (Contracts, Business Management, Quality Assurance, etc.).
o Provide oversight and coordination of subcontractors.
Knowledge and Abilities:
o Possess knowledge of aircraft/ aviation maintenance, modification, and related planning and execution.
o Experience with DOD customer base highly desirable. Air Force, Navy, Army, Marines.
o Detailed knowledge of US Government acquisition practices to include international regulations.
o Knowledge of aircraft subsystems and components used for modification, upgrade, sustainment.
Experience:
o 12 years with leadership experience in multi-disciplined organizations or programs with Firm Fixed Price contracts and Cost Plus contracts.
Bachelors Degree; Masters Degree Preferred.
o Able to develop statement of work, assist in proposal development, capture management and business development
o Must have demonstrated leadership and people management and development skills.
o Possess strong oral, written, and presentation communications style and skills.
o Possess strong customer relationship skills.
o Familiar with Process Based Management, business process development and continuous improvement methods.
Other:
o Knowledge of aircraft maintenance practices.
o Risk Mitigation experience, technical program and project planning techniques, experience developing budgets, managing to schedules and program execution.
o Demonstrated ability to leverage existing business for growth opportunity and to identify and secure new business.
o Must have prior contractor program management experience for military or DoD programs.
o Working knowledge of MS Office suite to include MS Word, Power Point, Excel and MS Project.
Must be able to obtain DoD Security Clearance (Secret Level)

The check will bounce and the victim is left responsible.
